The Chicago Minority Business Development Council, Inc. (CMBDC) is a premier organization for increasing business opportunities between major buying organizations and minority-owned businesses.

  City of Chicago certified Minority and Woman Owned Business Enterprises have the first opportunity to bid on small purchase order solicitations. These "Target Market" bid solicitations are only open to City certified M/WBE vendors. In the event that an M/WBE cannot be identified to provide the required goods or services, the bid solicitation will be posted/advertised open to all bidders (Non-Target Market Bid Solicitations).

  CMS promotes the economic development of diverse businesses - those owned by minorities, women, and persons with disabilities. In Illinois, State agencies are encouraged to purchase at least 19% of their goods and services from BEP-certified businesses. BEP certification opens up doors to other opportunities with public and private buyers looking to diversify their suppliers.
